Ke Xizheng , male, Han ethnicity, member of the China Democratic League. Born in October 1962 in Lintong, Shaanxi Province. Graduated from the University of Chinese Academy of Sciences in 1996 with a Ph.D. in Science. Conducted postdoctoral research at Xi 'an University of Electronic Science and Technology and the Second Artillery Engineering College from 1997 to 2002. Since 2002, he has served as a professor (Technical Level II) and doctoral supervisor at Xi' an University of Technology. He is a Distinguished Teacher of Shaanxi Province and an expert reviewer for national science and technology awards. He also serves as the deputy director of the Shaanxi Provincial Key Laboratory of Intelligent Collaborative Network for Military-Civilian Integration. He is a fellow of the China Institute of Electronics and a foreign academician of the Russian Academy of Natural Sciences. He previously served as a council member of the China Optical Engineering Society and the Shaanxi Optical Society. He is the vice chairman of the New Energy and Materials Division of the China Industrial Cooperation Association, a senior member of the China Instrument and Control Society, a senior member of the China Optical Engineering Society, and a lifetime senior member of the China Optical Society. He is a standing council member of the Dynamic Signal Analysis Committee of the China Vibration Society. He is a member of the Optical Society of America and a lifetime member of the Optical Engineering Society of America. He is an expert reviewer for national science and technology awards and a member of the Third Discipline Evaluation Group of the Shaanxi Provincial Academic Degrees Committee. He serves as an editorial board member for over 10 journals, including the Journal of Electronics. The undergraduate curriculum has been streamlined into three integrated courses: "Circuits, Signals and Systems", "Analog and Communication Electronic Circuits", and "Digital Logic and Microprocessors". This consolidation unifies foundational subjects like "Circuits", "Signals and Systems", "Fundamentals of Analog Electronics", "High-Frequency Electronic Circuits", "Digital Electronic Circuits", and "Microcomputer Principles", thereby enhancing the overall educational framework. The program also pioneered China's first textbook on "Wireless Optical Communication", establishing a comprehensive teaching system for this discipline. The discipline of Communication and Information Systems was established, with "Wireless Optical Communication Technology and Theory" as its core training focus, and a comprehensive teaching and training system was developed. Guided by the "Double First-Class" initiative, the discipline has evolved from nonexistence to excellence, achieving a qualitative leap. In 2003, it obtained the authority to confer a second-level master's degree in Communication and Information Systems. In 2005, it gained first-level master's degree authorization in Information and Communication Engineering. By 2010, it had earned professional degree accreditation in Electronic and Communication Engineering, and completed the 2018 qualification assessment. The Communication Engineering program at Xi'an University of Technology, under its responsibility, was designated as a provincial-level distinctive specialty construction site in Shaanxi Province in 2011. In 2015, it was recognized as both an Outstanding Undergraduate Teaching Team and an Innovative Experimental Zone for Undergraduate Talent Cultivation Model in Shaanxi Province. In 2019, it was awarded the title of "First-Class Specialty" in Shaanxi Province. In 2020, it was approved as a national first-class specialty construction site and passed the engineering accreditation. Served as chair of international/domestic academic conferences and delivered keynote speeches over 100 times. In 2000, received the Outstanding Young Scholar Award from the Chinese Academy of Sciences. In 2009, awarded the title of "Outstanding Science and Technology Commissioner of Guangdong Province by the Ministry of Science and Technology and the Ministry of Education." In 2015, honored with the "Green Willow Golden Phoenix" Leading Figure title in Yangzhou City. In 2018, received the China Industry-University-Research Innovation Award, and in 2019, won the Second Prize of the China Industry-University-Research Innovation Achievement Award. In 2020, recognized as the "Outstanding Science and Technology Worker of the China Electronics Society." Since 2001, has received 20 provincial/ministerial-level science and technology awards and obtained over 50 invention patents. Published more than 30 monographs with Science Press and Springer, published over 500 academic papers, and mentored more than 30 doctoral students, enjoying a prestigious reputation in the field of electronic information.
