
Background of Establishment:
Presently, China faces a shortage of authoritative and high-quality academic journals. The inclusion and retrieval of journals in the SCI database is a rarity, consequently resulting in a substantial diversion of scientific research findings and funding resources to developed nations in Europe and the United States. This imbalance arises from the scarcity of dedicated platforms capable of initiating journal publications, compounded by challenges faced by domestically founded academic journals seeking inclusion in SCI due to regulatory, regional, and other factors. In light of this scenario, Macao Scientific Publishers has taken a proactive step by establishing the High-Quality Academic Journal Center. This initiative is designed to offer professional services to adept academic teams. The center advocates an intensive periodical nurturing approach achieved through international collaborations, effectively harnessing formidable academic prowess to catalyze the advancement of Chinese academic journals.
Current Status of Domestic Academic Journals:
Citing the Blue Book (2020), as of the conclusion of 2019, the cumulative count of scientific and technological journals in China tallied at 4,958, ranking second only to the United States (12,274) and the United Kingdom (6,214). Of this total, Chinese science and technology journals constituted the substantial majority (4,429, or 89.33%), while English science and technology journals accounted for 359 (7.24%). Analyzing the period from 2010 to 2019, the proportion of papers published by Chinese SCI journals accounted for 1.72% of the global SCI paper total. Similarly, during this same timeframe, Chinese authors were responsible for 18.06% of the cumulative global SCI paper count.
Excellent Journal Initiative:
The Excellent Action initiative of Chinese Science and Technology Journals has been spearheaded through a collaborative effort involving the China Association for Science and Technology, the Ministry of Finance, the Ministry of Education, the Ministry of Science and Technology, the General Administration of Press and Publication of China, the Chinese Academy of Sciences, and the Chinese Academy of Engineering. This strategic initiative is meticulously designed to foster the elevated quality advancement of Chinese science and technology journals, with the overarching objective of contributing to the establishment of a technologically robust nation. Representing the most substantial and far-reaching endeavor in the realm of science and technology journals in China, this initiative is a pivotal project geared towards the development and support of such journals. It entails the highest level of commitment, substantial funding, and extensive applicability. Furthermore, It is a concrete measure for the earnest implementation of the "Opinions on Deepening Reform and Cultivating World-Class Scientific and Technological Journals," aimed at propelling the high-quality development of scientific and technological journals in China, accelerating the construction of world-class scientific and technological journals, and solidifying a crucial foundation of technology and culture to advance the country's position as a global technology powerhouse.


Intensive Journal Cultivation:
Intensive Collaboration entails a concentrated effort wherein all resources are channeled towards a specific objective. The core aim of such collaboration is to collectively establish high-quality academic journals in partnership with distinguished academic scholars or research institutions boasting scientific expertise. Leveraging the influence and prominence of these founding collaborators, this cooperative endeavor garners premium manuscript submissions from both domestic and international sources, thereby expeditiously elevating the journal's stature with an economical approach.The prerequisites for participation in the intensive journal cultivation initiative are outlined as follows:
- Possess global academic eminence in a specific subject or field
- Hold prior experience as an editorial board member of an international academic journal
- Exhibit capacity to assemble an international editorial team
- Demonstrate proficiency in soliciting manuscripts
- Establish collaborative alliances with esteemed disciplines or key laboratories
