Focusing on the Zhejiang University International Campus (Haining), this study investigates a pioneering financial mechanism and development coordination system that supports the internationalization of higher education in China. The analysis reveals that amid the deepening transformation of higher education opening-up, the financial logic governing International Collaborative Education Model has shifted fundamentally from unidirectional resource absorption to systemic ecosystem construction. Empirically, the campus has constructed a multi-stakeholder value network. Its financing model is characterized by diversified funding streams, extensive operational scope, university-school synergy, and brand-driven leadership. These elements establish a virtuous cycle of resource agglomeration, capacity building, and reputational enhancement, facilitating a transition toward sustainable strategic symbiosis and value co-creation. Theoretically, this paper advances an innovative interpretation via the Triple Helix Twins Model, demonstrating that the Zhejiang University International Campus (Haining) operationalizes not only the classic university-industry-government (U-I-G) innovation spiral but also deeply integrates the university-public-government (U-P-G) sustainability spiral. Anchored by an endogenous Integrated Development Strategy of Education, Science, and Human Resource, the campus translates national strategies into actionable frameworks, attracting global industrial capital and public recognition through high-value conversion and ecosystem orchestration. This achieves an organic unity of efficiency and equity, alongside local development and global responsibility. The study concludes that the resource mobilization paradigm of the Zhejiang University International Campus (Haining) offers a transferable template for multinational higher education institutions in emerging economies, underscoring how Chinese practices contribute to global sustainable development and the discourse on educational governance.
